My files were previously stored on my Mac and in the cloud. Suddenly most of my folders indicate that they are stored in the cloud (not all, however). I have no idea how this happened. How can I get them back on my Mac and the cloud?

Anything in iCloud Drive is also on your Mac. Only if you elected to optimize storage may files offload to iCloud only.
There are 2 places I can find that deal with optimization. In Setting, iCloud, there is Optimize Mac Storage. It says "full contents of cloud will be stored on Mac". I had that turned on.
I have now synced iCloud Drive. and Desktop and Documents Folders with the cloud and that seems to have done the trick.
There are 3 different places I have found that deal with syncing to the Cloud. Quite confusing!

I have not optimized storage in the cloud. In fact, I have Mac storage optimized and plenty of room on my Mac.
So, which is it? Sounds like you have storage optimized. So, some files may offload to iCloud only. If you wish files to remain on the Mac, turn off optimize storage.
