I think it's most likely China. They were the reason they didn't lose the Korean war, and kept them alive to keep a buffer zone with US backed South Korea. Now, even them are tired of NK and they have become more trouble than worth.
NK did an 180° when China announced they wouldn't back them if they caused a war. And that's just what is public, I think that privately China and NK relations are even more tense.
It would be nice if the US leaves South Korea to China's orbit. The US can mantain its allience with Japan, NK assimilates slowly to SK under China's watchful eyes and everyone wins.
I don't even know if it's possible anymore. North koreans are legit brainwashed, and they could still believe in the regime after peaceful assimilation. You could expect terrorism to be something frequent until a new civil war starts.
China is also extremelly expansionist. Leaving SK's future to them is a death sentence. South Korea is awful to live, but it would just get worse.
I hate US interventions, but you need them here to balance things out.
