API: Extend Plan limits API with CI/CD limits properties

What does this MR do and why?

In !54232 (merged), the Plan limits API was introduced (see docs). This MR extends the Plan limits API with the CI/CD limits that can be set on Admin Area > CI/CD > Continuous Integration and Deployment > CI/CD limits (see docs).
