Instead, use your rubric (so they can see your points breakdown) and put the grade on the paper with a note: "If you would like a full review of this essay, please stop by my office for a 20-minute conference." The students that truly care about improving will show up; the rest won't. The few conferences you have will still take less time than writing thorough feedback on the papers. My conferences are very detailed--I read the paper aloud in front of the student, line by line, and put notes on it as I go. Watching someone react in real time is the most helpful thing for writers.
