Global Health Emergency Appeal 2023

Serving the most vulnerable during crisis

In 2023, WHO needs US$ 2.54bn to continue to fund cost-effective, high impact solutions that protect health, lives and livelihoods during a time of significant intersecting humanitarian emergencies.

Health Emergency Appeal 2023

As we enter 2023, the number of people in need of humanitarian relief has increased by almost a quarter compared to the last year, with a record 339 million people requiring urgent assistance – many of whom are at risk of serious health threats.

The rise in climate change related disasters, conflict and its repercussions for food systems, and the ongoing impact of the COVID-19 pandemic has created a dangerous combination of threats to global health.

With increased funding and urgent action, we can ensure that health is protected during emergencies - saving lives, supporting recovery efforts, preventing the spread of diseases within countries and across borders, and ensuring that communities have the opportunity to rebuild prosperous futures. This will ultimately protect progress towards the Sustainable Development Goals.

Health Emergencies

In January 2023, WHO is providing support to 54 emergencies across the world, including 11 of the highest-level ‘Grade 3’ emergencies requiring a major WHO response.

Funding requirements for 2023

US$ 2.54 billion of funding is required to enable WHO to reach the millions of people in need of urgent and life-saving support in 2023.

Our work to establish operations and logistics among local partners, strengthen healthcare-systems, and build the capacity of the healthcare-workforce helps to both minimize the impact of global health emergencies and provide a strong foundation for responding to future threats.

The resulting return on investment is at least US$ 35 for every US$ 1 invested in WHO.1

In addition to funds raised by the Health Emergency Appeal, the WHO’s Contingency Fund for Emergencies (CFE) was created to save time, resources and lives by enabling WHO to respond rapidly to disease outbreaks and Health emergencies, often in 24 hours or less.

The world's most vulnerable people need your support more than ever. Working together, we can address these urgent needs, and help communities to rebuild stronger, more resilient health systems, support equitable access to medicines, vaccines and other essential health products, and help to forge the path towards a healthier, safer, and more stable world.

- Dr Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization
