Create this Halftone Motion Blur effect in Photoshop! Add your content, convert to Smart Object and duplicate.
Add Motion Blur. Go to Filter Gallery and add Grain, type - Horizontal.
Make a selection of the zone you want the effects to be applied.
With the Smart Filters selected, take a brush tool and draw over the zone you want to clear.
Increase the mask feather. Convert the layers to a Smart Object and go to Filter Gallery.
