Methodologies for me are like the various functions of a "Swiss Army Knife". We don't use the cutting function when we want to screw. Just as not all practices of a methodology will fit the needs of the project. Furthermore, there is the level of maturity and familiarity with the ceremonies or rites of each discipline. For example, the project has a lot of uncertainty or scope uncertainty that makes agility in adjusting the route and reviewing objectives necessary, however the team is completely accustomed to the RUP, perhaps fully implementing scrum or safe can generate more entropy than evolution. Often, in this case, it is better to choose some practices that help in the evolution of delivery and implement them on a daily basis

In my experience IT Operation is still more waterfall based so I would look at the PMP framework and Kansan as it is easiest to apply to Operational activities.

Another effective way to develop project management skills is to apply them to real IT projects. You can volunteer to take on more project management responsibilities, such as leading a team, creating a project plan, or managing a budget. You can also initiate your own IT projects, such as improving a process, solving a problem, or implementing a new feature. By doing so, you will gain hands-on experience, learn from your mistakes, and demonstrate your value.

Project management skills can be learnt and developed. I would recommend that you enrol for an industry recognized project management training that on completion presents you with an industry recognized certification. During such trainings, the key elements of project management are taught. The trainings are also quite "practical" where you are required to put all the key elements you have learnt into practice.

One more thing to consider is to volunteer to manage projects within your organization where you can improve on the skills you have learnt. Start with small "simple" projects and work your way up to more complex projects.
