Opinion on the drafting of the National Food, Nutrition and Climate Strategy (SNANC)

The law of 24th August 2021 on tackling climate change and building resilience to its impact created the National Food, Nutrition and Climate Strategy (SNANC).

In the context of the implementation of the SNANC, the French High Council for Public Health (HCSP) defines the priority strategic public health objectives that may serve as a basis for its development.

In the first part of its opinion, the HCSP lists the recommendations made in previous opinions and reports relating to the scope of the SNANC, which have not been implemented and which remain relevant in the current context.

In the second part, the HCSP sets out the new challenges of transforming food systems to create healthy and sustainable food systems, focusing on the following four areas:

  • Strengthening public policies aiming at improving the nutritional environment (diet and physical activity);
  • Food security: an urgent need to combat social inequalities in health and nutrition in the context of the climate crisis;
  • Convergence between the different dimensions of food in a sustainable perspective;
  • Governance: a major challenge for the SNANC in terms of clarity and coherence.

The HCSP calls on public authorities to structure the future SNANC around the above four areas and to organise a joint scientific expertise, free from conflicts of interest, to ensure that the transformation of food systems is commensurate with the challenges to be addressed.
