Oauth does not allow creating Oauth for internal user which is Google workspace user

I want to add an entry of user-type internal in the Oauth concent screen on the console.cloud.google.com page for a project, in order to access the google shopping api.

We want the project to be internal, because we intend to use it for internal purposes only
and there is no exposure to the outside world.

Although I am a Google workspace user, console.cloud.google.com states that I am not
allowed to create the Oauth for user type 'Internal', because I am a not google
workspace user.  

Am I overlooking something ?
