The best way to cool a PC? Don't heat it in the first place. Don't overspend on cores or MIPS you don't need for your use case. If silent is truly your focus, then you need to really dial in your work (or play) habits, and tailor a PC to those tasks. But wait! General-use PCs are, after all, designed for modularity and flexibility. But, how many times have you seen a machine 4,7, or even 10 years old still chugging away without complaint while ALSO being updated to the most recent OS? That is a retroactive sign that the machine was overbuilt. I can't give you a tutorial on active/passive cooling in 750 characters... But if you can take anything away it's this: do NOT overspec your PC, and cooling it will be that much easier!

Big hunks of metal and big fans, that's how I like to do it. You can get nice quiet 120mm fans and they are a pretty universal size for both case fans and cpu/GPU coolers nowadays. And then a nice big hunk of metal to help quickly disperse the heat in tandem with good airflow. I'm not personally a fan of liquid cool systems because it just adds another layer of complication and more points of failure. I like to get big custom coolers if the stock coolers are too minimal, and then lots of 120mm fans, 3 in the front of the case is preferable ( helps the lifespan for any mech HDD), one in the rear to vent the heat exhaust, 1 one or more on top, 2 hopefully on the gfx card cooler, big CPU cooler, and zero heat issues and low noise :)

Keeping it quiet means ,there should be nothing making noise. In addition, the noise (if any) should not raise alongside with the temperature. First thing coming up to mind, would be any mechanical parts that either are responsible for cooling down the system or any mechanical parts that struggle to keep up with the user requests. Let's jump into that , ruling out any ancient technology like hdds or cd-/dvd-roms. These should be firmly attached to the case and if possible using rubber rings to use with the screws. The case should also sit on rubbers pads that would reduce any vibration thus noise.

I've recently built 2 powerhouse workstations with these tips in mind. You can hear the air moving when they are under load, but that is all you hear. Quiet PC fans prioritize airflow with minimal noise. Look for advanced blade designs (like Noctua's AAO) and fluid dynamic bearings for quieter operation. Explore Noctua and Arctic for PWM-controlled fans that adjust speed based on heat. Choose features that reduce noise and match fan type (static pressure for radiators) to your needs for a whisper-quiet PC. Make sure your fans are clean. Some chassis have filters on the air intake areas - keep those clean, and regularly blow out the power supply too - they typically have 1 or more fans inside of them as well.

BeQuiet DarkRock 4 chills all the mendium-hungry CPUs like Ryzen 5800X. The trick here isn't always to have biggest cooler though. While big piece of metal covers performance spikes, at sustainable load the CPUs thermal efficiency plays a major role. For the past 5 years, AMD was easier to keep cool at the same performance output. More powerful (and hungry) CPUs are usually impossible to keep cool quietly with air simply because of size and airflow limitations of CPU-mounted coolers inside the case. AIO liquid cooler allows to "fix" this thanks to variable radiator placement, but cheap AIOs are not quiet either, and AIOs in general rarely last over 4 years. It's expensive, so only do this if you must.

- Don't clog the surroundings of your graphics card, make sure cables don't stand in the air flow. - Prefer a card with radiator larger than the PCB (circuit board) as it is major airflow blocker. nVidia set the smart bar with RTX 3000 series. - Also prefer card with larger fans. The bigger the radiator the cooler, and the bigger the fans, the quieter.

Dust filters are essential. Dust anywhere inside the case blocks airflow and heat exchange, and leading to nothing but higher fan RPM. Nothing keeps your PC cooler after a month of use than dust filters. Can't go wrong with Fractal Design Define with sound dampening. It's robust, well thought-through, timeless design, and a good balance between airflow and silence. Don't put fans to the top side unless necessary - that's the most noise-producing area.
