As a Proposal Manager at CNF, you will lead a full range of proposal activities from pre-RFP preparation through a winning submission. You will work closely with Executives, Directors, Program Managers, and other internal and external stakeholders leading proposal management and writing efforts. 


Responsibilities:


  • Serves as Proposal Manager for competitive proposal development and submission for Cyber and R&D RFIs and RFPs. Understand technical requirements from a high level, and demonstrate acumen in pricing and contractual requirements/regulations.
  • Drive the proposal process to meet milestones, objectives, and strategy per the corporate process.  
  • Engage with capture managers, SMEs, and solution architects to develop a proposal strategy and a compelling response that clearly demonstrates strengths and discriminators.
  • Hands-on approach to managing, coordinating, developing, and assisting proposal volume leads. Depending on the RFP, the proposal manager may be a primary on a volume. Write and edit in support of the overall proposal effort.
  • Ensure proposal submissions are compliant with applicable RFP instructions.
  • Understand, dissect, and present RFP requirements to decision-makers. To include but not limited to evaluation factors, instructions, SOW, etc.
  • Train and mentor technical writers and other contributors on proposal requirements, keyword usage, active vs. passive voice, and the benefits of inserting call-out boxes and/or graphics. 
  • Ability to assist in identifying and collaborating with teaming partners.
  • Collaborate with cross-functional teams to gather technical information, pricing data, and project requirements.
  • Organize and maintain proposal documentation, ensuring accuracy, compliance, competitiveness, and a compelling unified response.
  • Coordinate proposal review meetings and follow-up action items.
  • Conduct research and analysis to support proposal development and competitive positioning.
  • Assist in the capture process and data mining while not actively responding to an RFP.
  • Continuously seek ways to enhance and streamline the company’s proposal process and lifecycle.
  • Conduct a thorough debrief on proposals submitted that resulted in a win or a loss. Develop and apply lessons learned in a presentation to key stakeholders. Develop and maintain a repository of lessons learned, best practices, and other data points that will contribute to continuous improvement.

Experience/Qualifications:

·      Bachelor’s degree preferred; will accept work experience (6+ years) in lieu of degree.

·      4+ years of experience in all phases and components of federal Government proposals

·      Knowledge of the Federal procurement process, solicitation instructions, evaluation factors, and proposal development methods

·      Proficiency in navigating and maintaining a dedicated section in SharePoint

·      Excellent Microsoft Suite skills (including templates, styles, formatting) and desktop publishing.

·      Excellent writing and editing skills.

·      Attention to detail and strong organizational skills.

·      Experience in writing proposals in Cyber and R&D preferred not required.
