Ocean Winds (OW Offshore, S.L.), a 50/50 joint venture by EDP Renewables (EDPR) and ENGIE, has brought its experience, skills and knowledge to the United States, one of its target areas for future growth. Ocean Winds North America (OW North America LLC, a wholly owned subsidiary of OW Offshore, S.L.), oversees the research of potential and development of existing offshore wind lease areas across the nation.


Golden State Wind is a 50/50 partnership of Ocean Winds (OW) and the Canada Pension Plan Investment Board (CPP Investments), managed by OW. Golden State Wind holds lease OCS-P 0564 in the Morro Bay Wind Energy Area off California’s Central Coast. When fully developed, the Project is expected to generate up to 2 gigawatts (GW) of clean offshore wind energy, which is enough to power about 900,000 homes. Golden State Wind will help California meet its 100% clean electricity by 2045 goal and will bring the US closer to meeting its target of deploying 15 GW of floating offshore wind generation by 2035.


We are looking for a Legal Manager that meets the following:


  • Juris Doctor (JD) degree from an accredited law school.
  • Admission to the state bar in the jurisdiction where the project is located.
  • Relevant legal experience in project development, energy, environmental law, or related fields.
  • Strong understanding of renewable energy project development processes, including offshore wind.
  • Proficiency in contract drafting, negotiation, and review.
  • Excellent communication, negotiation, and problem-solving skills.
  • Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
  • Experience working with cross-functional teams and managing external legal counsel.
  • Knowledge of environmental regulations, land use laws, and permitting processes relevant to offshore wind projects is a plus.
