Duties

Directorate Mission Statement

The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.

Major Duties And Responsibilities

Support the IC's production of strategic analysis on global economic and financial issues, working as part of the NIO for Economic Issues team and with other regional and functional NIO teams.

Effectively communicate analysis, make authoritative analytic assessments, and possess an enthusiasm for applying new methods to analytic problems.

Perform analytic and leadership duties designed to expand his or her scope of knowledge as well as take advantage of existing subject matter expertise.

Participate in Community-wide coordination of National Intelligence Estimates and other community analytic assessments such as National Intelligence Council Memoranda, Sense of the Community Memoranda, and Intelligence Community Assessment. Coordinate on executive level products and other assessments produced by the IC.

Represent the NIC in policy meetings and in briefings for policy customers, members of Congress, and Congressional staffers. - Assist in the preparation and coordination of background papers and briefing books for the DNI and PDDNI's participation in Cabinet Meetings and National Security Council Principals' Committee and Deputies' Committee meetings.

Support engagement with policymakers and members of the Intelligence Community to ensure timely and appropriate intelligence support to policymakers on global economic, financial, and/or energy issues as appropriate.

Assist in managing relationships with academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of global economic and financial issues. - Build and leverage diverse collaborative networks within the ODNI and across the IC.

Maintain productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies as appropriate and use these relationships to share information of interest; attend internal and external training, seminars, or conferences on broad or more strategic subject areas.

Must have supervisory approval to apply to the Joint Duty Assignment.

Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*

Qualifications

Mandatory Requirements:

Full performance of interpersonal, organizational, and management skills to work with and fairly represent the community when analytic view differ among agencies.

Strong communications skills, including ability to communicate with people at all levels of leadership and target knowledge, both inside and outside the organization, to give oral presentations and to otherwise represent the NIC in interagency meetings.

Thorough Critical thinking skills and the ability to draft and prepare finished intelligence assessments and other written products with emphasis on clear organization, and well-sourced and logical presentation.

Solid grounding in at least one sub-field of economic issues including, but not limited to, digital assets, energy and industry studies (shipping, military, for example), global financial markets, regional and/or country specific economic analysis, threat (illicit finance), sanctions, export controls, supply chains, trade, and technoeconomic competition, acquired through a combination of experience and education.

Flexibility and ability to remain open-minded and change opinions on the basis of new information and requirements. Ability to work effectively both independently and in collaborative environments.

Creative problem-solving skills and initiative in carrying out mission responsibilities.

Ability to effectively plan, research, develop, and write high-quality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on a specific region or transnational issue for IC consumers and policymakers at the highest levels of government.

Desired Requirements

Undergraduate degree in economics, finance, or closely related field.

Demonstrated ability to express facts and complex ideas clearly, concisely, and accurately to high-level community policy audiences.

A track record of effectively leading, communicating and making authoritative analytic assessment via written products and briefs.

Superior analytical and critical thinking skills, including the ability to think strategically and identify collection issues and gaps.

Education or work experience in more than one sub-field of economic issues including, but not limited to, digital assets, energy and industry studies (shipping, Military, for example), global financial markets, regional and/or country specific economic analysis, threat (illicit finance), sanctions, export controls, supply chains, trade, and technoeconomic competition, acquired through a combination of experience and education.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
