Assuming I hired the individual, it would be important to me and imperative to my reputation within the company for him or her to be successful in the role. That said, I support the suggestion to assess the cause. There are numerous reasons why a talented and experienced individual would hesitate to get started on an assignment. For instance, she didn't understand what she was asked to do because the instructions were unclear; she doesn't realize what's expected and when it's due; she has received mixed messages from different managers; she hasn't been given the "why," only the "what." I think lack of clarity is probably the issue, which would put the onus back on me to improve my delegating tactics!
