My experience in this usually points to an issue with not having common or well understood goals. Most people want to cooperate and remove communication barriers but if the goals are not shared then it is very hard to achieve. For large teams it can be to break down the goals to each department and person. When everyone knows how they contribute to the goals then communication becomes a lot easier and clearer.

This offers an opportunity for strategic prioritization off efforts to take place which is extremely important in lean organizations. As the head of a department, you should really only be doing this at a very high level with your direct reports but each member of your leadership team should be championing this type of engagement as well with their teams. There are a plethora of digital platforms that help with this type of project/team management and I highly recommend using one.

I think that all personalities have their own unique communication preferences and you have to create an environment where all employees are on an even playing field and expected to provide updates/communicate.
