I have been managing remote team for over 10 years now. What I can conclude is that building and maintaining informal connections, to the extent of community building is critical - and possible - in remote teams. Remote does not have to equal distant. Today's technology offers plenty of opportunities to build community virtually, or semi-virtually as well. Think of simple events such as secret santa or team breakfast, experience exchanges etc. I've seen more complex events working out well also, such as cooking together. In my experience, as long as technology was made available, and the team was committed to bridge the complexity of virtual events, success was always guaranteed and teams enjoyed, appreciated the time to bond.

A leader within the team being assessed may not have the same needs or concerns expressed as an outsider likely would. One thing..I would say is that even though everyone on the team is remote, the members of the team should have minimum connect time. So the entire team is available atleast for 2-3 hours in a day. Which would help foster the connect between the team members and help each other when necessary.
