If you believe an ethical breach is occurring or may occur, I suggest that as a public administration employee your first step should be to discuss with your agency's Ethics and Integrity unit in person, or inform it anonymously. Remember, your boss will be making decisions based on discussions with their superiors. And possibly their superiors' superiors up to the highest level. They may be privy to knowledge you have no idea about, and in accordance with policy may have received approval from the highest levels - possible at the Ministerial level - to take whatever action you're about to try and block.

If your boss is breaching an ethical requirement, they would be in most cases breaking the law and could possibly be involved in corrupt conduct or another criminal offence, so I suggest you don't try to negotiate anything. Simply advise them exactly which ethical requirements they are breaching and where they can find more information. If legislation or policy requires, you must also report the activity to your ethics and integrity unit. Make sure you don't act unethically yourself by failing to report.

You may not have the specialist public sector ethics knowledge to interpret the situation in alignment with your agency's integrity legislation, precedents and policy. 2. It may be a legal or policy requirement that you do so. 3. You may waste a lot of your work time and that of your colleagues in trying to 'protect the integrity of your office', which would, ironically, be an ethical breach as it's against the public interest to waste public resources such as time.
Once you've identified and communicated the conflict of interest, it's time to propose solutions. These should aim to eliminate or mitigate the conflict while preserving the trust and integrity of your office. Solutions might include reassigning certain duties, increasing transparency in decision-making processes, or involving a third party to oversee activities that pose a conflict. By offering constructive solutions, you demonstrate problem-solving skills and a proactive approach to ethical challenges in Public Administration.
