This is a very complex issue when working on an international project with no established benchmarks, many contracting companies involved, and a workforce of tens of thousands. It requires local and national knowledge to set a rate structure from the minimum rate through all the grades of technicians and tradespeople, supervision, superintendents, engineers, managers, etc. This is essential so that the workers are treated fairly and equally, industrial relations issues are avoided, and workers do not move between contractors. It is a significant effort and should ideally be done before bidding on the various scopes to avoid change orders when later rate structure revisions are introduced. Cost of living increases should also be considered.
