I think empowering team should be the number one priority if any organisation wants to avoid unwanted bottlenecks. Having an empowered, confident team will actually help in identifying the bottle at the very early stages. Not only that, but if a team feels empowered, safe and free, they will come up with ideas and resolutions on their own. The sense of inclusiveness, sense of responsibility and the feeling of being heard and some of very powerful motivators for the team. At the end of the day, it will be the team doing most of the work, even developing, deploying of implementing the resolution or solution of the bottleneck so I believe they should feel in-charge of that.
