Support to Development of ASEAN Declaration on Skills Mobility, Recognition and Development for Migrant Workers

ILO’s TRIANGLE in ASEAN and SKILLS teams are supporting the ASEAN Senior Labour Officials’ Meeting Working Group (SLOM-WG) to develop the ASEAN Declaration on Skills Mobility, Recognition and Development for Migrant Workers. The process is led by the ASEAN Secretariat and supported by the ILO and the International Organization for Migration (IOM). The ASEAN Declaration will be adopted at the 44th and 45th Summits in Vientiane, Lao People’s Democratic Republic in October 2024.

1st consultation on the development of the ASEAN Declaration on Skills Mobility, Recognition and Development for Migrant Workers

On 29 April 2024, the ILO will support the first consultation on the development of the ASEAN Declaration on Skills Mobility, Recognition and Development for Migrant Workers. The consultation will bring together government officials responsible for labour migration and skills development and recognition, employers’ organizations, workers’ organizations and civil society from ten ASEAN Member States and Timor Leste, along with regional representatives of various ASEAN bodies including the ASEAN Qualifications Reference Framework (AQRF) Committee, ASEAN TVET Council (ATC) and ASEAN Mutual recognition Arrangements (MRAs).

Objectives of the first consultation include:
  1. Discuss current opportunities and challenges in migrant workers’ access to skills mobility, recognition and development in the ASEAN region.
  2. Reach common understanding on key concepts related to skills mobility, recognition and development, and how they can be integrated in labour migration governance and processes.
  3. Share good practices in facilitating migrant workers’ access to skills mobility, recognition and development.
  4. Review and discuss a draft outline for the ASEAN Declaration on Skills Mobility, Recognition and Development for Migrant Workers. The feedback received on the draft outline will guide drafting of the ASEAN Declaration.
The ILO’s support to the process to develop ASEAN Declaration on Skills Mobility, Recognition and Development for Migrant Workers is channelled through TRIANGLE in ASEAN programme. The ILO TRIANGLE in ASEAN is a partnership between the Australian Government Department of Foreign Affairs and Trade (DFAT), the Global Affairs Canada (GAC), and the International Labour Organization (ILO).

2nd consultation on the development of the ASEAN Declaration on Skills Mobility, Recognition and Development for Migrant Workers

The 2nd consultation on the development of the ASEAN Declaration on Skills Mobility, Recognition and Development for Migrant Workers is tentatively scheduled for 20-21 June 2024. The consultation will be hosted Lao People’s Democratic Republic Ministry of Labour and Social Welfare in Vientiane.
